Add pesummary as a proper dependency

pesummary was removed at somepoint due to its installation process causing some difficulties. These should be resolved by now.

• Add pesummary to the setup.py requirements
• Add back in the test in tests/test_gracedb.py
• Remember to update the conda-force recipe
