Float component of geocent_time not read into XML converter

bilby_pipe_xml_converter only reads the g_end_time column of the XML file as the geocent_time to include in the dat/json, but does not include g_end_time_ns to add the float component to the time.

I am not sure if this is being worked on, but I can put in a merge request to fix it.
