Pre-written lookup files can be out of date

@colm.talbot What are your thoughts on not packaging them lookup files? There is obviously some computational overheads, but we have optimized it fairly well at this point. Is there a use-case for rapid skymaps?

It may be worth seeing if we can point to a version on CIT for online jobs. Although, I guess no methods have materialised yet that are close to O(minute) runtime for online analyses. Maybe @soichiro.morisaki can dispute that though?

I've created an MR here bilby!1150 (merged), with an alternative solution.
