Online PE jobs failing with duration issues

MDC jobs are occasionally failing the prior duration test, e.g., https://git.ligo.org/colm.talbot/testing/-/issues/2901.

I suspect there's a mismatch somewhere between how the time to merger is calculated in different places. This is the version in Bilby. @soichiro.morisaki how does this compare with how the prior bounds are chosen?
