Create command line program to write ini files from a gracedb

Command line program with arguments --gracedb and --coinc which

1. Reads in the trigger time and chirp mass
2. Determines the appropriate prior file
3. Writes an ini file and prints some output about how to submit said ini file

Will need to specify a sensible naming convention for the label (presumably something with the gracedb name)
