Adding ligolw_segments from pylal. The only neccessary change (I think) was importing git_version from glue instead of pylal

to `ligo.segments`

- module is now a stub that presents a `DeprecationWarning`
- updated all references (that I could see)

- updated tests to assert warning and basic sanity
