inspiral_pipe: convert infinities to something that follows the T050017 spec... FIXME this is not ideal...

recently-introduced bug was discovered and fixed in gstlal_inspiral_pipe that
resulted in injection files being assigned likelihood ratios computed from the
wrong background. This bug was probably introduced in commit
5cdc0e0e

by prog will now be stored in prog/XXXXX/YYYY, where XXXXX are the first 5
digits of the GPS time and YYYY is the mass bin.
