gstlal-calibration 1.5.2 not building for Debian 12 Bookworm

Debian 12 "Bookworm" comes with Python 3.11, and apparently has started to deprecate the distutils package. configure therefore stops with an error suggesting to switch to setuptools and/or check PEP 632
