fix dependencies on lal python packages
The gstlal
packages are still depending on the deprecated lal*-python{,3}
packages and not the correct python{,3}-lal*
packages, can the dependencies be fixed so we can removed these deprecated packages?

@adam-mercer it seems that the latest lscsoft-internal metapackage hasn't made it into production yet? (The one above is my own "backport" build so I can have it early.)

I was lazy and didn't add
lscsoft-internal_20190429
on Debian as the changes only effected EL7. - Maintainer
