Add source element for gwf file in arbitrary location

This is a convenience wrapper around the cache creation and mux + framecpp elements that will allow users to easily create a source element from a gwf file at an arbitrary location (without having to configure cache information in a datasourceinfo object). Primary use case here is for downloaded historical files from gwosc as part of tutorial / documentation.
