Implement a functional version of (S)MDS. This may begin with simple file-system queries but should evolve toward the full Druid-based solution relatively quickly.

We should maintain the file-system solution as a fall-back and possibly convenient feature for re-runs over historical data. It should also work on all clusters with very few dependencies, meaning it can be deployed faster than the Druid-based solution.
