Add git-lfs

Please install git-lfs into the base container. git-lfs needs to be installed in order to correctly check out Git-LFS repositories (i.e. LALSuite) in CI jobs (see https://git.ligo.org/computing/helpdesk/-/issues/8089).

I believe this hasn't been an issue for LALSuite until now because the wheels don't actually include any files under Git-LFS, but it would become an issue if that changes.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
