XLALReadPulsarParams: switch recommended usage to transientStartTime, transientTau in integer seconds

 -these were internally rounded to UINT4 already,
  better to be upfront with it!
 -transientTauDays kept for backwards compatibility for now,
  but throw deprecation warning
 -also make some error messages more verbose
