    converted LALPrintError() to XLALPrintError() in lalpulsar and lalapps/src/pulsar · f9a9f15b

       - LALPrintError() is 'buggy' in the sense that it is completely
     turned off when the code is compiled with LAL_NDEBUG defined
     As a result, many crucial error-message just disappear from the
     code in the final optimized versions.
     XLALPrintError() fixes this, outout-level is controlled by lalDebugLevel
   - closes PR3166  [but should probably be applied to lal as well!]
