the nightly build packages use a prerelease versioning scheme to ensure
that they are a lower version that release builds, this causes a problem
for testing release builds as the version used is less then the release
version and the packaging scripts fail. the use of the -b option to dch
ensure that this is only considered a warning.

this needs to be addressed in a better way but progress needs to be
made now.

also remove the source builds for schedules, package builds still run on
schedule so the build is still tested

One of these pip commands failed last night and provided no
diagnostic information. In general, it's probably good for
most of the nightly build to be as verbose as possible.

MacPorts has got to the point where it's no longer feasible to build
Octave-4.2.x from source, disable building on the Octave SWIG bindings
on the macOS nightly builds.

Re-enable this when SWIG-4.0.0 is available.

now that packages are built nightly and containers are created nightly
using these packages there is no need for the older containers built
from source, along with the nightly parallelised Stretch and EL7 builds
as the Deb and RPM builds test Stretch and EL7 respsectively.

mark these with FIXME comments for future removal.

dependent stages are removed

for the past few nights the wheels have not been built with the
--enable-nightly flag, this was added using:

if [[ ${CI_PIPELINE_SOURCE} == schedule ]]; then EXTRA_CONFIG_FLAGS="--enable-nightly"; fi

and [[ ]] is a bash extension, as the default non-interactive shell in
Debian is /bin/dash, is this the source of the problem. Modify the test
to be POSIX complient.
