lalinference_pipe_utils.py: allow using psd.xml.gz only for distance max calculation in runs without seglen being specified

lalinference_pipe_utils.py: treat the case where found data is discontinuous when reading statevector

Previously, if we set distance max with psd.xml.gz, we necessarily have to use that for PSD.
This patch enables using psd.xml.gz only for distance max calculation. Whether psd.xml.gz is
used for PSD is controlled by ignore-gracedb-psd option.

lalinference_pipe_utils.py: use gwpy.astro.inspiral_range to calculate horizon_distance if gstlal.reference_psd is not available.

lalinference_pipe_example.ini and lalinference_pipe_utils.py: Read state vector instead of querying data-quality-segment database

Data quality segment database can not be used for online automatic PE followup due to the database's latency. Instead read statevector directory from frame files to get science segments.
Add dependencies on gwdatafind and gwpy for this.

lalinference_pipe_utils.py and lalinference_pipe_example.ini: add an option "minimum_realizations_number"

If that number is specfied, only ifos which can provide more noise realizations for PSD estimation are used for PE.

lalinference_pipe.py, lalinference_pipe_utils.py and lalinference_pipe_exmaple.ini: enable it to specify xml files instead of specifying GID for GraceDB triggers

lalinference_pipe_utils.py: replace glue.segments by ligo.segments and glue.segmentsUtils by ligo.segments.utils
