      LatticeTiling: refactoring of nearest point lookup functions · 53cb6f03

      - XLALNearestLatticeTilingPoints() just returns nearest points and
        (optionally) unique sequential index over all dimensions
      - New function XLALNearestLatticeTilingPass() returns more index
        quantities specialised to finding the nearest pass containing a point
      - Bounds on generating integers are now always enforced, even if index
        quantites are not asked for; requires extra bound padding for supersky
        lattice test in LatticeTilingTest.c to pass mismatch histogram test
