level2:el7:lalpulsar fails with "OCI runtime create failed"

Merging !485 (merged) caused the following, inscrutable to me, build failure at level2:el7:lalpulsar, see https://git.ligo.org/lscsoft/lalsuite/-/jobs/179910:

@karl-wette @adam-mercer any idea if that is just one of those "push the button and try once more" kind of failures?
