lalapps incompatible with python-ligo-lw-1.6.0

@kipp.cannon, it looks like lalapps_binjfind is incompatible with python-ligo-lw-1.6.0:

    binjfind.lsctables.table.TableStream.RowBuilder = binjfind.lsctables.table.InterningRowBuilder
AttributeError: module 'ligo.lw.table' has no attribute 'InterningRowBuilder'

Can you confirm that this object has indeed been removed, and propose a fix that is compatible with python-ligo-lw-1.5.x, or should we just pin to python-ligo-lw<1.6.0 for now in lalapps?
