Add test suite for LALApps codes in Hough/

In light of CW/software/lalsuite#64 it would be good to have a basic test suite for the LALApps codes in Hough/.

There are quite a few codes in this directory, which perhaps should be cleaned up first. For example, it looks like a few codes link against v1-SFT I/O code in files SFTfileIOv1.[ch] - I imagine these codes are long deprecated, and should therefore be removed first.

This directory also contains a lot of scripts, many of which look quite old. Those that are still current would be best moved out of LALApps entirely into a new repository, or else deleted if they're no longer in use.
