zlib1g-dev missing from Build-Depends of lalpulsar

Description of problem

Unlike all other components of LALsuite, lalpulsar doesn't request the inclusion of zlib1g-dev as a Build-Depends item explicitly. For now, this seems to be covered by other dependencies though, thus no unexpected behaviour was seen.
