macOS CI Conda failure

The macOS Conda builds are failing in CI for merging the packaging updates from the release branch back to master. Retrying results in the same failure. I've also tried reproducing this manually but building on the macOS runners directly, using the same configure options, but it builds without issue.

This is currently holding up the release.

@duncanmmacleod As this seems to be specific to macOS Conda I was wondering if you had any ideas on what was happening here?
