please fix conda build: blocking merge requests

Hi. The master branch CI build fails in conda + lalpulsar, and merge requests elsewhere in the tree are on hold until this is fixed, so it would be helpful if that could be sorted out. Perhaps the patch that broke it could be reverted?

As an aside: since I'm not allowed to merge a patch while the build is broken, how do people merge patches that break the build? It happens a lot. Is there something I, too, could be doing to bypass that check? Or perhaps the backdoor people are using to bypass the check could please be closed?
