      lalstochastic hasn't been used for a long time, this is the first step
      in removing the code. the steps to remove this will be:
      
      1) disable the code from building by default (this commit).
      2) remove the ability to build the codes at all.
      3) remove the code itself.
      
      this is going to be done in these steps to make getting the codes back
      easier, the build system will change therefore if the codes are removed
      in the same commit as updating the build system to not build them it
      will be harded to revert if the codes are ever needed again.

      - generate_vcs_info.sh: add @CLEAN@ replacement, evaluates to just "CLEAN" or
        "UNCLEAN" depending of state of git repository
      - Add VCS header/library mismatch link check function LAL..._VCS_LINK_CHECK()
      - This function will successfully link only if the link check functions defined
        in the included LAL VCS info headers (e.g. LAL_VCS_LINK_CHECK() defined in
        <lal/LALVCSInfoHeader.h>) are present in the LAL libraries being linked
        against. A successful link ensures that the LAL headers included by this
        library are consistent with the LAL libraries linked against by this library.
      - Use this check in LALSUITE_HEADER_LIBRARY_MISMATCH_CHECK(). If it fails,
        print (mismatched) version information from header and library to config.log.

      - Cannot call m4_append() with different input based on shell 'if' branch:
          if $test; then
            m4_append(MACRO,[if_true])
          else
            m4_append(MACRO,[if_false])
          fi
        results in MACRO with both [if_true] and [if_false] appended.
      - Flags appended to ${ac_link} must still be appended to LDFLAGS, since
        ${ac_link} is not used to create the Makefile linker command.

      * --enable-python builds Python programs/modules, fails if no Python found
      * --disable-python does not Python programs/modules, regardless of whether
        Python is found or is required for other purposes (e.g. SWIG build)
      * passing no option builds Python programs/modules only if Python is found,
        and silently does not Python programs/modules otherwise
