Move the heterodyned pulsar signal model functions from LALApps into LALPulsar

This PR reproduces the functions currently in lalapps/src/pulsar/HeterodyneSearch/ppe_model.c, but within LALPulsar. This enables the functions to be SWIG-wrapped.

This PR does not currently remove and replace the original functions in lalapps/src/pulsar/HeterodyneSearch/ppe_model.c, but that will happen in the future.
