Improve ifos selection criteria in lalinference

This patch enables

• forcing ifos to be user-specified ones. (Currently they are forced to be ifos in coinc.xml)
• specifying minimum acceptable number of realizations for PSD estimation used when ifos are determined.

@john-veitch @vivien I would like to use this patch for online GWCelery's parameter estimation. Could you please review this?
