Remove LALStringToGPS()

• obsolete LALStatus based API
• only a couple of use cases remain in lalinference, patch ports these to XLALStrToGPS().

This is blocked until !816 (merged) is merged.

Sorry, I don't know what happened, but somehow it got "unapproved". Maybe when I updated the patch with a rebase the web site erased John's approval? I don't know, anyway, I've edited the merge request to remove the need for John to keep clicking "approve" every time there's a rebase. The comment log above records his agreement.

Now that the SegmentsIO code is gone we can merge this. Thanks,

The approval was removed as the code changed, this is the expected behaviour.

Another backwards incompatible API change but this looks good to me.
