Fixed missing factor of 2 in mkl PSD
This patch fixes a critical bug in the LAL MKL interface, whereby a factor of 2 is missing in scaling the output of the FFT when calculating a power spectrum.
Maintenance will be performed on git.ligo.org, containers.ligo.org, and docs.ligo.org on Tuesday 23 April 2024 starting at approximately 9am PDT.
