please test for new release

I am ready for a 1.2.0 release. Please confirm that the removal of ligo-common from setup.py has had the effect you wish. Also I have reworded the C module initialization code to not require six.h (won't compile on Windows). Could you test that it still builds in your Python 3 environment? Thanks.
