V0.1.6 Marginalisation not working

In V0.1.6 when TDP marg is set to be on, pbilby still samples these parameters. Eg:

sampling_keys=[... 'luminosity_distance', 'dec', 'ra', 'theta_jn', 'psi', 'phase', 'geocent_time',....]

V0.1.5 with same config, those sampling keys are not present.
