Public Events on GraceDB: make sure tag is applied

See: computing/gracedb/server#368

This issue was mentioned on the LL dev call (between Alex and Michael) and the GraceDB issue will be closed. They wanted to make sure the correct tag is applied for the above issue, and asked me to create this one. If it is, I believe no further action is needed.
