Create helper functions for ifo combos - Follow-up from "Cherry-Pick Non-Science Changes"

    Again, probably for a later MR, but surely this could just be the much more readable and consistent __builtin_popcount(icombo + 1) > 1, or better yet if we do make helper functions as previously mentioned this will be abstracted as num_active_ifos() or something.
