Gstreamer 1.0: Update to spiir-O4-EW-development

Done statement: The gstreamer upgrade is up-to-date with spiir-O4-EW-development, !49 (merged)

Intermediate milestones (may be worth merging and testing change by change):
!22 (merged) gives us determinism, we should have bitwise deterministic tests on all zerolags and marginalized stats. If not, there's probably new ND issues.)
!24 (merged) gives us autoformatted code, which should make the branch easier to compare. (Don't merge straight with !24 (merged), rerun the formatters instead, then merge)
!33 (merged) gives us updated table columns, and if you cherry-pick !45 (merged)
!36 (merged) adds Kagra, which should make tables identical to O4-dev (though all changes up to !49 (merged) are tiny from here)

This could introduce new issues. We haven't made explicit gstreamer related changes, but it's likely some copied deprecated/removed functions, or old ligolw formats.
