Gstreamer 1.0: GstAudioResample element

The GstAudioResample element in Gstreamer 1.0 works differently from the one in Gstreamer 0.10. Ideally try to make it produce bit-for-bit identical output, but if not, generate enough information we can confidently explain to the reviewers what’s going on.
