Python3 instead of Python2, lscsoft-ldas-tools

Ed's latest ldas-tools suite (which no longer builds for Debian Stretch) no longer provides Python2 modules, just their Python3 counterparts. lscsoft-ldas-tools for Debian Buster and up should make the move to python3-ldas-tools-*
