python 3.8 setup conflicts with the new gwsumm/gwpy version; trying to find minimal changes to workflow to avoid this issue. May need to just deprecate py38.

@shivaraj.kandhasamy and @arianna.renzini, matlab's resample automatically treats NaNs as missing data and tries to fill it in. It's discussed here: https://www.mathworks.com/help/signal/ref/resample.html#bumhz33-x.
As to the job file -- it could be that some vetoes manually rejected (i.e. NaNs replacing data) after the generation of the job file, which, IIRC, is created before the sub60Hz data comes out. I do know that some vetoes get set to zeros or NaNs at some steps of the frame generation process (I believe at the very least CAT1 vetoes do, but these should not be in our job file anyway), and if it happens between C01 and creating the cleaned sub60HZ frames then there's a good chance we would miss that. We should check the differences between the sub60HZ cleaned and the regular C01 data and see if there are differences (i.e. NaNs in the former but not the latter).
