Release new rapidpe-rift-pipe 0.6.3

• Get all pipelines working !149 (merged)
• Use p_terr from the pipeline !150 (merged)
• Ignore inf points from the list of margll !152 (merged)

Changes in gwcelery config file

• change points-per-side=10 to total-points=100 here
• set fmin-template=20 to match with what is used in bilby production
• edit the [Pastro] section (removes deprecated options and updated dictionary keys)
