use triangulation

1. Additional option use_skymap_trangulation in cofig file. (or have different values for use_skymap eeample:0-> no skymap input, 1-> use triangulation, 2->use bayestar)

2. In cli:

   • download and save coinc.xml
   • if use_skymap_trangulation set event_info["skymap_file"] to triangulation.fits

3. In create_submit_dag_one_event.py set up dag to do triangulation and pass it to ile cmd.
