RapidPE jobs launched by GWCelery have been failing for an unacceptably long time. Changing conditions in the computing environment have caused unexpected breakages, leading to periods of time where all jobs fail. Fixing those conditions have led to late discoveries that other changes in GWCelery have broken other things without our detection. The purpose of this milestone is to get out of this rut, ensure RapidPE/RIFT is working in GWCelery, and make some changes to ensure we are more resilient in the future.
