bilby_pipe/gracedb.py: add likelihood modes for BNS ROQ bases

- Add ROQ-basis options of low-spin BNS-mass IMRPhenomD basis and BNS-mass IMRPhenomPv2 basis.
- A template file for aligned-spin prior is added for IMRPhenomD.
- It can be specified through --cbc-likelihood-mode option.
- The "phenompv2_bbh_roq" mode gives the same settings as the previous ones.
- The "test" mode can be used for testing bilby_pipe_gracedb outside the CIT cluster.
