Adding a GetTileAmplitude for omicron maps

Adrien Paquis requested to merge adrien.paquis/Omicron:GetTileAmp-in-omicron into master

Added two functions ind Oomicron.h and Otile.h to propagate GetTileAmplitude so we can retrieve amplitudes and use it in Omicron maps. This will be especially useful for Ox analysis

The functions implemented are very similar to GetTileSnrSq
