Make power supply shutdown more robust

When the PMC_POWER_SUPPLY configuration key is used, PicoControl is supposed to ask for the Hameg process to shutdown the declared power supply channel.

But if the power supply is not reachable when the command is sent, nothing happen.

Hameg should send an acknowledge, and PicoControl should try harder to shut down the power supply.
