UPV/VetoPerf summary output file

Request from DQR: have UPV/VetoPerf generate a joint (or two separate) digest text file(s) that would include the main UPV information provided at the top of the webpage and the vetoperf report veto channel by veto channel. In this way the DQR would only have to parse that file with a clear/frozen structure instead of parsing directly html files.
