Adding 60 Hz subtraction flag to segdb script

Adding the option for the two 60 Hz subtraction flags to the segment database pushing script. The flags being added, along with the associated comments, are:

DCS-CAL_C00_60HZ_HARM_SUB_ON: 60 Hz lines and accompanying harmonics are subtracted from C00 strain DCS-CAL_C01_60HZ_HARM_SUB_ON: 60 Hz lines and accompnaying harmonics are subtracted from C01 strain
