Adding gstlal_correct_strain pipeline

Adding a new pipeline, gstlal_correct_strain, that is designed to only correct the front-end calibrated strain channel and compute a state vector. It assumes one input strain channel and does not compute or apply any TDCFs. It can separately apply a high-pass filter and a correction filter, or it can apply just one of the two.
