C01 f_s and Q fix

@avanivikrambhai.patel found a large error in the calculations of f_s and Q while doing tests for C01. This error is a result of a few simple typos in the code which are fixed by this MR. The errors occur only when using these config options:

FactorsFromFiltersFile: Yes
ExactTDCFs: No
