Update FIR paramaters for better high-passing and offline C01 production

These updates to the FIR parameters will:

  • Improve high-pass filtering
  • Use longer filters for offline (DCS, C01, unified) h(t) production
  • Apply the actuation model above 1 kHz (This removes a ~1% systematic error between 1kHz and 2 kHz)
