Updates to calibration segdb segments with addition of 60 Hz flags

This MR updates the calibration segdb info through GPS time 1418428448, which includes

  • Setting 60 Hz subtraction to be on through GPS time 1415653060
  • Setting C00 calibrated data to be bad from GPS times 1409428577-1415653060
  • Updating known state of all flags through GPS time 1418428448
