Change default valid_only to True in list_all_reports

In cmd/uncertainty L164 for report in list_all_reports():, we use valid_only=False as default in list_all_reports. This will grab the non-valid reports.

We should change to for report in list_all_reports(valid_only=True): or change to valid_only=True in list_all_reports as default.
