Create boolean flag for the pcal correction computed for the end station or corner station

Evan Goetz requested to merge evan-goetz/pydarm:pcal-end-delay into master

@jeffrey-kissel suggests to put in a boolean flag to compute the correction by default at the corner station, and an option to compute the value at the end station.

The default behaviour is to compensate (divide out) the 1 16k clock cycle.
